PLANET S.A. is preparing a proposal for an EU funded project with the title “Technical assistance to sector working groups to coordinate sector reform cycle and develop national sector programmes“ in Albania and the objective of this contract is:
• To improve the planning, implementation and monitoring of national sectors reforms and to establish effective mechanisms for an integrated EU accession process in Albania.
• To successfully establish and roll out Integrated Policy Management Group (IPMG) in key priority sectors and provide support to them to become fully operational and successfully establish a process to coordinate the full sector reform cycle.
• To successfully establish a national investment prioritization system and to create and maintain a “single project pipeline” and to ensure alignment on the strategic policy priorities which will enhance the identification, preparation and selection of infrastructure projects notably in the energy, transport, environment and social sectors.
• to continue EU support to the modernization and harmonization of the legal framework on civil matters in line with Acquis, European Standards and international best practices and support implementation of a new Civil Code.

In this context, PLANET S.A. is looking for a qualified professional for the NIC Expert position (660 working days to be allocated from February 2017 till January 2020 in Albania) with the following qualifications:

Qualification and skills:
• Master’s Degree or equivalent, preferably in engineering or economics.
• Very good command of English, both written and spoken (min. level 2 in the scale from 1 to 5 where 1 is excellent and 5 is basic),
• Computer literate

General professional experience:
• Preferably 15 years but not less than 10 years of proven professional experience in relation to identification or design or implementation or monitoring or evaluation of infrastructure projects.

Specific professional experience:
• Preferably 5 years but not less than 3 years of professional experience in relation to identification/design/implementation/monitoring/ evaluation of EU, EU Members States or IFI funded infrastructure projects.
• Professional experience in technical assistance to central government entities related to infrastructure investments gained in at least 1 project.
• Professional experience in preparing master plans, feasibility studies, cost-benefit analysis related to infrastructure projects in the transport, energy, environment and social sectors gained in at least 1 project.
• Experience in technical assistance to public entities related to implementation of infrastructure investments.
