OPEN TENDER IN ALBANIA

"Support to the National Agency for Information Society aimed at building an e-Government infrastructure in line with EU Personal Data Protection standards" (EuropeAid/129607/C/SER/AL).

The Contracting Authority is the Delegation of the European Union to Albania.

The project budget is € 650,000 and its duration is 12 months.

The purpose of this contract is to support the National Agency for Information Society (NAIS) through the provision of technical assistance in the preparations phase for the extension of the e-government / interoperability services in the following fields:

•   Development of information systems data exchange layer of e-GIF (based on the feasibility

study prepared by UNDP mentioned above) 

• Development of the administration system for the state information system which will manage the metadata and description of e-services of the various systems and databases of the state information system.  

•  Drafting the legal provisions necessary for e-GIF implementation. 

•   Preparation of the service/software engineering approaches for development of processes,

product lifecycle and tools for dynamically composed systems that provide e-services and the

design of three specific e-services in the fields  of Citizen to Government (C2G), Business to

Government (B2G) and Government to Government (G2G).

•   Development of the electronic document and record management system (EDRMS) for the

Albanian line ministries and Prime Minister Office (based on the results of UNDP Project for

TA4NAIS).  This process has to be linked also with the development of the guidelines for its

integration to the Central Archive Office (including Database Archiving Procedures).

• Development of the IT infrastructure and related applications for Data Protection Commissioner, (in cooperation with the DPC and the ongoing in parallel TA to this institution).
