PLANET has been entrusted with a technical assistance project to support the transition of the Maritsa East Complex toward a sustainable energy model. The project is financed by the European Investment Bank (EIB) under the Public Sector Loan Facility (PSLF) of the Just Transition Mechanism.
As the largest energy hub in Bulgaria—and a key contributor to energy security in Southeast Europe—Maritsa East stands at the center of the country’s decarbonisation efforts. The technical assistance will strengthen strategic planning for the region and promote investments in renewable energy, green hydrogen, and storage technologies.
The project includes:
Technical maturation of four major investments, including full feasibility studies and environmental assessments.
Establishment of an Energy Transition Advisory Group (ETAG) to support Bulgaria’s Ministry of Energy.
Enhancement of the corporate governance framework of the Bulgarian Energy Holding (BEH) to align with EU transparency and sustainability standards.
The 20-month assignment is expected to serve as a blueprint for implementing transition strategies in coal-dependent regions, while reinforcing Bulgaria’s energy security and long-term sustainable development.
With extensive experience in managing complex transformation initiatives and institutional support across Southeast Europe, PLANET continues to contribute to critical development agendas by combining strategic planning with effective investment implementation. At the Maritsa East Complex, the company applies this expertise to guide a fair and sustainable shift in the region’s production model.
