PLANET S.A. has been shortlisted for an EU funded project with the title “EU Support to Vocational Education and Training (VET) in Azerbaijan “ and the Specific Objectives of this contract are: To improve VET policy and regulatory framework, thereby promoting lifelong learning opportunities and activating participation of social partners, To improve VET multi-level management system and governance including sector coordination at the central and local level of the Ministry of Education, To develop VET qualifications (educational standards) and curricula linked to occupational standards and introduce them in priority sectors & To support the Ministry of Education in the monitoring of VET reforms.

In this context, PLANET S.A. is looking for a qualified professional for the Key expert 1: VET Governance/Team Leader position (590 working days to be allocated from January 2017 till October 2019) with the following qualifications:

Minimum requirements:
• Master degree in Education or in a field relevant to the project such as, for instance, Human Resource Development, Management, Development Policy; or a Bachelor degree in another field and specific professional experience in the VET sector of at least 15 years;
• Fluency in oral and written English (at least level 2 on a scale of 1 [excellent] to 5 [basic]);
• Ability to draft clear and concise reports, proven by one sample technical paper or analytical report, of which the expert was the lead author;

Preferred requirement:
• Command of Azerbaijani, Turkish or Russian would be an asset.

General professional experience
Minimum requirements:
• Minimum 10 years, and preferably 15 years, of professional experience, of which at least 3 years living and working abroad;
• Experience managing a team of experts, coordinating highly complex activities and liaising with EU institutions or other donors, demonstrated by at least one project of minimum three years duration where the key expert was team leader.

Specific professional experience:
Minimum requirements:
• 5 years’ experience in VET governance or management;
• 3 years’ experience with reforms in the VET sector;

Preferred requirements:
• 3 years´ experience either in VET center/school management or working directly in a VET governing body;
• Experience in project cycle management, with ability to manage and oversee all steps of the project cycle;
• Experience working in Neighborhood countries or the Instrument for Pre-Accession Assistance (IPA) countries is an advantage.
